The Calm before the Storm

9:00 am, The Parrodipolis Office of the Federal Meta-Human Resource Center, 10th Floor Conference Room. This would be the first meeting of the C-Class post Observing Eye Trials.

Most of the Gang's all there. They are just waiting on their trainer, Mr. G. Matthew Summers to show up (He's always late). Like always they are sitting around the circular table. Betty Marsh (aka The Teen Avenger) is surfing the 'Net while sitting next to her James Milton (aka Billy Goat) is "reading" an issues of one of his Men's Magazines. Lance Jones (aka Psi-Lance) is listing to his i-Pod. Dreama Garner attempting to writing out a new spell while Oswald Vanderhoosey (aka The Human Zamboni) is having one of the complementary Muffins that were set out for them & Ben Hermes (aka Semi-Transparent Lad) is asleep in his chair trying to catch up on some sleep. At the foot of the table, Dr. Roy Hinkley (aka The Professor) was resenting them all: They got to go on the big mission & he didn't. Two members were visibly missing: The Amazing Rando & Morty Jones, the wounded Masked Muskrat.

A few minutes into their wait, Betty asked the group "Do you know what's being past next week?"

"That stick up your Butt?" James asked & laughed a bit to himself. No one else was laughing.

"No." Betty said & then slapped James in the back of the head. "It's SR 1066."

"What's that?" James asked as he rubbed the back of his head.

"Don't you pay attention to the news?"

"No. Not really."

"It's Senate Resolution 1066. From what I've read it forces all Meta-Humans & the remaining empowered Mutates in the US to be under Governmental Control via the use of those Inhibitor Bands that Safe inmates wear." Lance said.

"Close. I hear their going to use Obedience Brands."

"What's the difference?" Oswald asked as he picked at his muffin. He also wasn't up the news.

"Inhibitor Bands are metal collars that interferes with the body's nervous system to prevent use of the person's natural powers. While Obedience Brands are exactly that: Brands that are burned electronically and psychically onto the victim. They don't affect the wearer's powers but do force the recipient to wholeheartedly agree with whatever orders they receive from an 'authorized' person."

"That would be who?" Ben asked.

"The Government, of course." James said & began to laugh to himself again.

"Do you think they'd ever use those on us? We're already with the Government, right?" Oswald asked worried.

"I'm not sure. I'll guess we'll just have to find what happens after the Resolution is passed."

The group then became slight as they thought about the future.

A short while later, Mr. Summers came into the room.

"Uh... Mr. Summers." Betty asked, as she closed her laptop.

"Yes?" He said as he looked up from his papers.

"Where's Morty?" She asked. "He's.. not.."

"Dead?" Mr. Summers asked, She sadly shook her head yes. "No. Morty is over at Phantomhawk recovering quite nicely from the wounds he suffered during our last mission."

Their were sighs of relief all around.

"I have Morty info if you guys want to go over & visit him. Also, Rando will not be rejoining us."

"Why?" Oswald asked with a mouth full of muffin.

"As you all know he's on a different plane of existence fighting the forces of evil. He phoned me yesterday & said that it was taking longer then expected, so Rando was released from his commitment to the group."

"You can do that?" Dr. Hinkley asked.

"Yes. As your Trainer & the power invested in me by the FMRC: I can do that."

"That's nice to know." Hinkley replied cryptically.

"Oh.. Yeah. Thanks for reminding me. Roy, your being let go." Mr. Summers said offhandedly.

"What?" Dr. Hinkley blurted out. He couldn't believe his ears. Surely, he must be mistaken. He must of meant to say Ben because (according to Roy) he had no possible reason for continuing on with the group.

"Yes, Roy. Your being let go. That's why I was late today, I was waiting for confirmation from Washington."

"On what?" Dr. Hinkley snapped back as he pushed back his chair & stood up. His suit was also powering up, just in case.

"As a representative of the FMRC: you are asked to uphold certain values." Mr. Summers replied calmly.

"Where does it say that?" Dr. Hinkley snapped.

"Right here." Betty said as she pulled out & pointed to the FMRC code of conduct in her Training manual. It was on the 2nd or 3rd page of the manual.

"Yes. It's Value number 2."

"Actually, it's number one." Betty corrected.

"Thank you. While we were off at the Observing Eye's Trials: You, Roy Hinkley, broke Value Number One repeatedly. This Office received many complaints about your behavior. On behalf of Mr. Garrick & this organization: I'm asking you to leave."

"What I did while you were pussyfooting around at those trails shouldn't get me kicked out of the FMRC! I've done worse things."

"We know. Those things are also getting you kicked out."

"Like what?" Dr. Hinkley asked, wondering what the FMRC know & didn't know.

"To name two: your inflated ego is a bit off putting & there is also the various amounts of destruction to FMRC property you've caused."

Hinkley was about to reply with some comment, but didn't. After a minute or two of grinding his teeth & menacing staring, he replied "Fine."

"Good. You are asked to remove your items for your locker & leave the property."

"I don't have any."

"Ok. Then, just leave." Mr. Summer said calmly.

"Fine." Dr. Hinkley said & then left the room.

"Bye!" James said & then laughed a bit. Betty slapped him in the back of the head, again.

Once Dr. Hinkley was out of the room, he activated his communicator & said "Reinfield."

"Yes, master." came a creepy voice.

"I'm coming home. Start up the project."

"Yes, master."

Hinkley shut of his communicator & went up the roof. As he flew away, he thought "The FMRC will rue the day they ever crossed paths with The Professor!"

Back in the meeting room, The C-Class (now minus 3 members) were being talked to.

"Starting soon, we will be entering a new section of training. This is section I like to call Crime & Punishment. We'll start this section with a field trip to The Safe."

The next Story Arc revolves around Senate Resolution 1066, what the Federal Meta-Human Resource Center does about & how C-Class responds to those actions.
